I made my panels out of board with no filler. I made a flat frame out of wood 1/2 inch thick by about 3 inches wide. I just piled up 4 boards on top of the frame, wrapped it in batting then covered with burlap stapled to the back of the frame. Very quick to make. If the panels are tall you may want to put a crosspiece in the middle of the frame for stability.
