If you seal the back air tight, then there will be reflections at certain frequencies, and any spacing behind the panel will be partially wasted.However, if you "paint" the rubber onto a rough fiberglass surface and leave lots of air holes/spaces so that it is not sealed, it MIGHT add enough mass and resistance to slightly increase the absorption at lower frequencies. Or it may do not much of anything, depends entirely on too many details and variables. Painting some latex rubber onto kraft paper backing would probably only make things worse over all.
