Yes, it can, but there are constraints:

Most acoustic ceiling tile is meant to be mounted in free air away from the actual ceiling of the room, and is configured to work in this way.  It has little pores that let attenuated sound through, and again when it is reflected back from the hard ceiling; thus it gets to attenuate twice.  If you mount it direct to a hard surface, this mechanism can not work properly, and who knows WTF attenuation (if any) you're going to get?  There was a sort-of deal like this in rock&roll recording studios when I was a sprout; the preferred econo absorbtion was old demoed-out houshold carpet, but it couldn't be mounted to the wall.  It had to be nailed to a two-by-four which was hung so that the carpet was away from the wall; the distance from the wall determining how low in the freek range your absorbtion would be effective.

There may be tile or other surface treatment that these guys make to mount direct to a hard surface, but you'll want to check with them to verify what the deal is in this respect.
