703 refers to a specific model of Owen's Corning high density semi-rigid fiberglass panels. 703 has approx. 3 lbs/cubic foot density, while for comparison, regular building grade fiberglass insulation runs approx. 1/2 lb. per cubic foot. The higher density helps to absorb slightly more sound overall, and more bass compared to lower densities.
The semi-rigid panels also make handling easier. With the building grade fiberglass, you need to build a woode frame, and use kraft backed fiberglass so you can staple it to the frame, however, the panels cost a lot more, and are sometimes hard to find.
