don't bother trying to associate the speed of the drive to the noise level. it is only a generalization (albeit a good one). it's more dependant on the specific drive model. there are dead silent 4200, 5400, 7200 drives (haven't heard a 10,000rpm drive that i can stay in the same room with).

if you're okay with opening the box. examine the mounting mechanism and see if you can install rubber o-rings to isolate the drive from the chassis.

another inmate's suggestion of cork dampening is also a good choice.
