For SPL in dB, twice or half as loud is a 10 dB change, or a change in power of a factor of ten.3 dB is indeed twice or half the power, but not in terms of how loud it is perceived by humans.
Now to thoroughly confuse ;-) twice the voltage input, which is 6 dB, is also four time the power input, or 6 dB, is also an increase of 6 dB in SPL. Many pro sound people equate this with double the coverage.
