It's possibly an alignment issue.
Found this good read that goes on for many pages regarding troubleshooting Fidher tube MPX sections. The modular ones in stereo tuners are all very similar, mostly the same circuit with minor differences.
On page 2 they show many scope traces of test signals at known points.
