Get Fisher's (or Sams) service instructions...

...generally no pics but descriptions of what to expect at each TP and signals that cause them. Some will be DC. Not what you want to hear but.....you're at a point where specific instruments / alignment procedures are necessary to get to the bottom of your issues. At minimum you need something that will provide composite output with L+R, L only, R only and switchable 19KHz pilot signal in proper proportion to audio signal. Alignment by ear using off air or FM modulator signal is crap shoot at best. Good luck.
