Sounds like something is wrong with the 19KHz transformer. You should try to verify that it's working or not by injecting a 19KHz (+/-5Hz) 100mV signal into decoder input and look for a high amplitude signal at the transformer output as well as a significant (-) voltage at the frequency doubler diode. Sadly, this is not very "seat-of-the-pants". Proper MPX decoder alignment almost never is. Even FM3 alignment was better using instruments despite the overhyped legend.
