I think that your customer and you have unrealistic expectations for the EM84 tube and the related circuit.
While I am not a tuner technician, I have many older tuners with the EM84 used as a tuning aid or MPX indicator, some even have supporting meters and center tune meters.
In my experience, tuning is the ART of getting the lights/meters/tuning eyes to 'align' and you hear good sound. The antenna will have a significant impact, as well as location and whats going on at the station you are listening to. Not to mention the weather...
I have never seen a set of tuning meters/eye read 100%
I have noticed that the MPX indicator modulates with signal amplitude.
With hand assembled tuners, there is Unit to Unit variation, which when added to the component tolerances, create subtle differences between each unit of the same make/model - I see this between two MR-74s tuned by the same tech!
