Yes indeed. That is why I have an old Wineguard FM-only antenna which is pointed toward the one station I really want to receive, WRR FM 101.1 in Dallas, TX. It is the only area station that has a classical music format. They do interrupt their music format on days the Dallas City Council has public meetings and broadcasts those as a public service.
The city of Dallas owns WRR FM. At one time there was a WRR AM radio station which was one of the oldest radio stations in the US. Radio stations west of the Mississippi River these days are assigned call letters beginning with the letter "K". Radio stations west of the Mississippi beginning with "W" are the very oldest ones in the region.
At one time I lived in Austin, TX and listened to KHFI which was a classical music format station for many years (Kennedy Heard Features Incorporated). The station was bought out and the format changed to Pop music. The former staff and local fans of classical music in the are collaborated to start a new radio station, KMFA on the low end of the FM
dial with a classical music format again. The only other FM station in the Austin area that broadcast any classical music was KUT-FM the University of Texas radio station. Unfortunately it was not classical music all the time.
