Kind of a strange question, but I'll bite.
Fisher 800B, 800C, Scott 399, Pilot 602, Sherwood S-5000, Scott 340A, in that order. Those are my listening favorites among tubed stereo receivers. You said receivers. If you're asking about tuners, the answer changes. A lot. Including mono brings in some '50s models.
Not sure about the meaning of "best", though.
