I was being lazy, and because the tubes had as much use as they did. But I have done that in other amps and come to think of it, I have in the Citation while I was waiting for the matched pair. I have a tube tester, Hickok 6000, but when I try to find tubes that are close I bias and measure them in the amplifier. The reason is that first, tube testers like I have aren't meant to match tubes, and most tube testers B+ is substantially lower than the amps.
18 ohm resistor doesn't sound like what I have in the amp, as someone else suggested, look at McShane site regarding Citation modifications.
