I doubt they're NOS. It's possible that an Organ dealer had a few spares, but far more likely that it's a strong testing pull.
My Dynaco amp came with weak 7199s and I tried the 6AU8 with a 7199 adapter and they buzzed badly. Finally, I found 2 Strong Matched RCA Black Plate Solid O Getter 7199 Tubes on eBay for $97.50. Even that is dear to me, but 7199s are un-atainium.
They're pulls like they look in the pics. One a Dynaco label and the other illegible, but could be a Dynaco which were made by RCA.
They sound sweet and don't buzz, so I'm happy.
