I can just barely see at the bottom of the print there appears to be a P28???. That would be the manufacturer code. If it is 280 then it would be a Raytheon. 274 if I remember right is RCA, 188 is GE,Sylvania is Sylvania is something like 312?. I used to have a code list, but have not seen it in years.
As far as the flash goes I an not sure. Maybe it is a Mullard rebranded thru Raytheon ???
