I believe it's difficult to make generalisations about German tubes, but some makers' seem to have common qualities.
With Siemens, I almost always find them especially punchy and energetic. In the case of the Siemens triple mica E83CC, what I like about the bass is that it's not only a BOOM!, but transparent, dynamic, and detailed. I listen to a lot of organ music with very low frequencies and within the limitations of the speakers to reproduce them, I believe it's important to hear the pitch and timbre even down very low- not only a formless thump.
The Siemens E83CC definitely has a greater sense of authority in the bass than the contemporary Philips/Amperex/Valvo/Mullard and while I haven't compared them side by side, I also have a number of Telefunken ECC83 both smooth and ribbed plate, and I find these to have the kind of "airy" quality you mention. I do like Telefunken in vintage gear to combat a sense of sluggishness- they're nimble, open, and "light" in early 60's McIntosh, but in modern gear using the 12AX7 such as an Audio Research SP8, I prefer the Siemens E83CC.
