For me, there is a 12AX7 tube that clearly meets your requirements.
The 12AX7 variant that for me is the best in terms of being energetic and punchy, with a powerful but still detailed and transparent bass is the 60's Siemens and Halske (S&H logo) triple mica E83CC. These are quite neutral- neither warm nor sterile. -Well-balanced and high gain, these are also wonderfully quiet, rugged, and long-lasting. The later two mica version of the E83CC marked "SIEMENS" without the splatter shield is not in the same league sonically.
By the way, there was never (as far as I know) a black plate or D-Getter version of this tube.
These are not inexpensive these days- but given the life span and quality of sound of these, I think they're a bargain.
The 12AT7 and 12AU7 cousins to this tube, the Siemens and Halske triple mica E81CC and 5814A are also another favourites of mine. And, not to forget the S&H E88CC and E188CC's which are among the best 6922's and 7308's also. - As you can see I'm a big fan of Siemens!
