...it can mean almost anything! I have seen it mean that the tube tests anywhere over the "reject" range on the tester being used. When I sell tubes on EBay (which I only do to get rid of my excess buying, not as a business of any sort), I specify what the actual test result was, and what the minimum "good" value is, and what the nominal target value is. Even still, this gives nothing more than a verification that the tube probably isn't a total dud - there is no proof of the thing until it's in your amp sounding good ;)
