RE: MG Head DT OTL MkIII developing a hum?

Since you have tried new tubes, that seems to eliminate that, but did you make sure the pins were all nice and clean? You might also try blowing some contact cleaner into the tube sockets. This helped with an issue I was having with my Darkvoice 337 a while back.

Seems unlikely that your electrical outlet would suddenly have a worse ground unless you recently had electrical work done at your house, but if you have added new components in the signal chain of your OTL III, then this might have created a ground loop that was not there before.
