The type of noise you're describing is typical for a tube becoming tired, and as you determined it's downstream from the volume control.

Try swapping the left and right channel tubes for each position (i.e. preamp tube, driver, etc.), one pair of tubes at a time, and then listen after each swap to see if the noise moves to the other channel. If it does you've found a noisy tube.

You didn't specifically state that the noise started before you changed the power tubes, but if you can't find the problem in the preamp/driver stages you might try swapping the power tubes between channels to rule them out as a possibility.

6 years is none too shabby for a pair of 5687s. How long did the previous set of power tubes last?

I owned one particular amp that ran the tubes very hot (high voltage). They'd only last about 9 months to a year before stressing, and with 12 power tubes it became a big problem.
