What I have deduced from my experience, and some of the unfortunate experiences of other E-H 7591A users, in conjunction with your well-considered proposed modifications is this:
The E-H 7591A was not sufficiently or specifically designed to be a simple plug and play replacement for NOS 7591As. My experience has been that NOS 7591as - whether GE, Westinghouse, Sylvania, et al - can be substituted or combined without any problems or mods as long as they match. For the E-H 7591As to work consistently -like the NOS ones - resistors, and perhaps other components, have to be changed. Thus, they clearly are not fungible with the NOS tubes.
I, for one, will continue buy NOS as long as I can find them. When and if they disappear, and I'm still alive, I will have my equipment modified to optimize its interface with the E-H tubes. Personally, based on my sorry experience, I do not think E-H did their homework thoroughly and tried, instead, to cut corners and to capitalize on the crying need for a less expensive alternative to NOS 7591As. The size of the bottle also lends itself to that interpretation, as for many amps this puts the tubes painfully close to output transformers, and for some amps, they simply cannot be fitted.
