80's version from ATSI took @ least 35 hours for the bass to kick in (in an AI Mod 3A). We used two Siemens 7dj8's and two 6h23's (don't know if this makes a difference in the overall circuit).Maybe give them a few more days? If the tubes were shipped they need a few days anyway as they pick up some kind of charge or something during transit (probably comes from scanners, belt transports, et cetera).
It could also be that you have good Sovtek 6922's (they do exist, I have a pair from the 70's).
