You mention that you have a ST-70.Is it stock ?
Has it been rebuilt ? Any parts or circuit changes ?
A ST-70 rebuilt to stock specifications is a very nice amp that gets you to point of diminshing returns as far as sound quality is concerned. I would suggest a new circuit board (stock circuit), with matched parts, new tube sockets and the SDS cap board. Listen for awhile, then decide if you still want to upgrade.
There are MANY vintage amps that can be rebuilt and will sound wonderfull on your budget of $1k.
Heath W-5m pr or AA-121
Eico HF-87 or HF-89
Fisher SA-300You can also find more recent amps as well:

Audio Reseach D-76Bear in mind that a rebuilt HK Cit-II or V will likely cost more than your budgeted amount, but will sound wonderfull.
Mac MC30 pr are another alternative if you can spend more than 1k.
