Chris,If the alternate winding is not an option, I've used CL90's many times to bring down primary voltages. With one CL90, you'll get about a 3vac drop. If this isn't enough, you can wire in two of them. One for hot and one for neutral. I've never had a problem and have done it both ways multiple times as well as putting them in series for additional current draw. Easy to implement and quite effective.
