The problem you're liking facing is not a moral or ethical dilemma, as you seem to be treating it, but a simple dealer cash flow problem. Most likely you're not getting paid cause the money's not there to pay you! A series of excuses like this is usually a dead giveaway. I'd do what Douglas advised- these kind of problems usually get worse, and by a certain point it's just physically impossible for the guy to pay you because he plain doesn't have any money at all. While there's still some flow, though, the squeaky wheel gets the grease.
