It's irresponsible for the dealer not to promptly clear this up however I don't know what recourses you have. You may be able to get the dealer to pay up by threatening to post your true story including the dealer's name. People have a right to know your experience with this dealer. If you have a lawyer friend I would talk to them first because I am not a lawyer and you want to make sure that whatever you do is legal and you do not become guilty of defamation or other wrongdoing if you have to carry through. I don't know what your amp was worth, but your chances of getting paid will be null if you carry through.
