Partly true but the video generalises for the sake of simplicity to the non technical.

When you understand the nature of the particular distortion you would see that the factors affecting its generation are very different between Pre and OP stage. Adjust the execution and you can narrow the gap between the sound of Pre and OP stage distortion. You could indeed achieve similar sounding distortion regardless of the stage producing it.

Producing the distortion in different ways affects its harmonic spectra. The "sweetness" in one type of distortion over another is most likely due to a higher content of even harmonic distortion relative to odd, particularly 2ndH. This can be achieved in a Pre as well as an OP stage.

But, you are most likely right to assume that distortion created in a Pre driving an SS OP is going to sound very different and generally less desirable unless particular care has been taken in the design. All I'm saying is that it could be achieved.
