It really depends on the topology of each circuit.
If you are asking about whether the harmonic profile differs when overdriving a preamp/driver tube in a power amp vs. the output tubes themselves, then this is most likely true. (For the typical pentode/tetrode wired in UL driven by triodes)
The effect can be exacerbated when driver tubes push output tubes hard enough to draw some grid current.
