The suggestions you refer to seem to be for a C-L-C filter, and that may be correct.However, I avoid any C input filter, and those DCR suggestions are just another good reason, in my book, why NOT to use a C input filter.
I always use L1-C1-L2-C2 filters. I also use a thermistor on the primary, and generally can ignore such start up considerations.
We have to listen to MUSIC, ALL the time AFTER the brief start up.
I think that is very old design thinking. The positive results of any L input filter, and also - low DCR, easily trump any C-input filter / high DCR power supply design approach.
High DCR is clearly audible to me as a listening degrade.
