Yes, the flashing is normal. I have a MV-45, a MV-50 and a MV-55. They all do it.
The led circuit is just a voltage comparator that monitors the voltage across a 20 ohm resistor wired between the cathode of the output tube and ground. When the voltage (and current) varies with the signal peaks it lights the led's.
I don't know about the pops.
