The 83 tube will have less voltage drop vs a 5U4 type tube. If the load is minimal such as a 45 amplifier, perhaps a difference of 20-25 volts would exist. The 83 tube also performs simular to a regulator or has failry constant voltage drop with various current demands. Being that the 83 is a mercury vapor type rectifier, the tube should have a warm-up period before high voltage is applied, but I do not believe tube testers that make use of the tube have a delay circuit. Mercury is toxic, be careful not to break the glass. Disposal of a bad tube also has a responsibility, but I believe most consumers just toss away in the weekly garbage pick up like mercury in flourescent lamps. Do not eat US lake fish as they have high levels of mercury.
