Joel,Imagine both tubes filaments connected in series like this;
ground - 15ohms - [f- 01A f+] - 115ohms - [f1 71A f+] - +45V
The 15ohm resistor has total current of both tubes plates and the series filament= 273mA and drops 4V to bias the 01A. The current splits with 3mA to the plate and 270mA continues along the filament supply. 5V across the 01A to heat it, then 31V across the 115ohm resistor to bias the 71A at 40V, 20mA to the plate of the 71A with 5V remaining to heat the tube. A rheostat and current meter can be used to adjust for line fluctuations.
Would cathode degeneration apply here?. I'm thinking those resistor values are low compared the Xc of some bypass caps.
regards,
shane
