The cathode bypass cap is a coupling cap so yes, it colours the sound just like the cap coupling one stage to another. All practical sized caps have meaning full AC across them at some point or other in the frequency range of use. Of course you could make every cap so large so that there is no theoretical voltage across them but that wouldn't be a sensible design i.e. all designs are a compromise and at some point a roll off point has to be chosen. There will be phase shifts further up from that point so maybe not "meaningful" voltage to you but definitely meaningful alteration to the function of the circuit departing from "perfect" whatever that is.
