Nothing wrong with the Counter Sink cutters normal.

To cut to depth one must set a stop on the drill press quill. If using a hand drill it's not so easy. Keep in mind the cutting tool has no function to set a depth of cut.

Cutting metal a reasonable steady speed should be used and the workpiece should be held with a clamp not your hand. The .25di maybe around 500RPM aluminum the larger sizes slower if possible a little oil would be helpful.

I see no issue with the cutters they seem correct.

You must never cut to full depth using a counter sink. Also best practices would be to keep your work more or less to the center portion of the cutting flutes as best you can.
