You can also visually check for the bleeder resistors that you think were installed by the factory: These would be (like Tre' says) "medium value" resistors connected from the plus terminal to the minus terminal, on the large PS electrolytic capacitors. Value probably between 10K and 100K ohms. If you see them, then the circuit will be safe sooner than otherwise after cutting power, but still you should check with a meter.
