RE: Bypassing Capacitors

The smaller the capacitor, the less inductance it has. Lower inductance means faster release of energy. So the small bypass starts the electricity release faster, ahead of the main capacitor making the combo a bit faster.

The bypass is usually way smaller than the main capacitor making the increase in capacitance minor and almost never changing the circuit value significantly.
