RE: My original question

The size of the input capacitor along with the current draw of the load determines amount of ripple. If the ripple voltage is subtracted from the theoretical maximum you have a good estimate of the output voltage. Which brings us back to what I wrote before. You can increase the size of the cap to reduce the ripple and boost output voltage, but at the cost of the problems mentioned earlier. There is no free lunch here.
