RE: voltage check

Put the DMM leads on both legs of the secondary, keeping one leg detached from the circuit. You'll get 280Vac, which agrees with what the schemo shows. The PT is good.
Take note of the Vdc ratings on the schemo.
If you pull the 12K resistor, and the diode bridge is good,
the B+ will exceed the rating of C1 so stand back!
