..could also have an earthed chassis at 120/240v if there was an MEN and the circuit protection held in. Saw it just recently in rural Oz. "No power", in fact there certainly was, just no potential difference across L & N. It gets a bit weird out here so probably not so typical, but so what. Grab a voltmeter.
