is an old and simple technique for biasing a tube. The tube's grid is not as it appears, (ie not sitting at zero potential) because electrons striking the grid cause a small negative voltage to appear. Not much current is available so in order to prevent this voltage from being "shunted" by the grid leak R its value must be kept very high, usually 1M plus.
The formation of this voltage is the reason why tube manufacturers specify a max value for the grid leak resistor ... to keep it from adding significantly to the wanted grid voltage. It's easier to control the voltage accurately with more conventional biasing and is less prone to shifting but Grid Leak Biasing is a valid form of biasing.
