I'd say you need more voltage across the filter CCS, should be easy enough to check out.. bypass the choke and second filter cap, parallel as much capacitance with the original input cap as the rectifier is rated for (total).. this will give you max voltage to your filter (upper as you say) CCS.

I'd want two filter CCS, keeps the AC loops to their respective channels and not mixed through the common VR stack.. but thats just me.

Anyway, try increasing the voltage as described.. if the filter CCS is constructed correctly and you get ~50V across it.. it'll work fine.
