I typically use caps to adjust voltages in a power supply for a power amp B+ . These are small value caps just down stream of a hefty choke. Like everything else in nature, it's all about balance and application.
As far as safety....three prong power has to be implemented. This does not necessarily protect components, it does protect us and our loved ones from a full line fault (120/240 vac on chassis). The value of Fuses in the line is questionable.
