Hey Joe,
Jeff is correct...you need some gain dude. I have experienced the same issues with my builds. With the average preamp, you still need an ECC88 or better to drive. I have built an EL84 PP amp that is IT coupled and the gain is marginal with a 5687 driver and a preamp providing about 12db of gain.
