I don't think he's referring to inrush on B+. He's just referring to the current through the filament. If you hit it with 6.3v (or whatever) instantly, the resistance is very low at first, until the filament heats up. This period of time before the resistance rises, when the current is very high, is the #1 killer of filament circuits.

I think most people would recommend current-limited circuits for heaters these days. (This brings DC heating and its related problems into play, though.)
