Good or bad I believe that the top triode is acting as a plate load for the bottom triode. Not adding gain per se.

Of course the gain of a triode stage and it's plate load impedance are related.

If the top triode (as a plate load) presents a higher impedance to the plate of V1B, than a plate resistor would, then the stage will have more gain but it would also have more gain (vs. the same single triode stage with a plate resistor) if the plate load was a plate choke.

But with any of the three considered plate loads (active, resistive or choke), he would still only have the gain of one tube section.
