Blocking distortion

That cap has a timing constant that may well be lower than that of the power supply. 0.15Hz is pretty low. At any rate, any sort of low frequency noise can travel though that cap. But on the other side the grid might not be able to get rid of all those electrons fast enough through that 1M resistor. So it goes into cutoff, the electrons drain off, it starts up, there's more LF noise it does it again. It does not have to be in the feedback loop.

I suspect if you reduce the value the problem will be gone.
