-Especially government websites.
But they all suffer the same problem- they've not been vetted by a user experience analyst.
Here's a few tips if you can't find one to vet your site:
1) maintain the same navigation on every page; if there is subnavigation below the main page, it should be intuitively similar to the main navigation.
2) so as a corollary, this means the navigation is always on the same part of each page. Don't break this rule!
3) its nice if your home or landing page doesn't have to 'load'. Don't assume that everyone looking at your site has a fast computer or data connection!
4) get someone who knows nothing about websites or your product and see if they can find out anything they want to on your site. Being simple to use is important; a million links in your navigation will cause the site to un-usable!
