ahh device manager

practices "mushroom management"

this probably won't fix your problem but it solves just about every windows weird "hardware/software issues"

doc is written for tape drives but can be used for any device that is grayed out in the device tree.

follow it to a tee. note you must start device manager using command line so you get the effect of the variable set in the command shell.
