Got some answers!!!

Well put a few amp meters in two spots and got these results. Before the 1st choke 30.9 ma after last cap 29.9. Also did voltage drop accross 1st choke and this time was close to the 30.9. Also the 10 ohm resistor at the cathode was 29.8 so very close to the last cap in power supply.

The good news is the 10 ohm test point is on the money. You guys where right about AC ripple causing some issues even with the amp meters. Also my fluke 87 meter has a blown fuse. Got a new one on the way.
