Not all dual primary transformers have adequate insulation. Some have bifilar primaries, so there are only two thin layers of enamel between you and the power line. Others have the primaries on separate bobbins or in separate layers separated by insulation. I have used a 1500V hipot test between two primaries - those I trust.
In any case, you need to derate by at least 30% from the original VA rating.
